The Department of Energy has released an "Energy Congestion Study" which lists the lower part of New York State as a "critical congestion" area.
Here's the executive summary of the study.
Now the D.O.E. is asking for public comments (by October) on three points:
- Would designation of one or more National Corridors in relation to these areas be appropriate and in the public interest?
- How and where should DOE establish the geographic boundaries for a National Corridor?
- To the extent a commenter is focusing on a proposed transmission project, how would the costs of the facility be allocated? (Although the question of cost allocation for a transmission project is not directly related to the designation of a National Corridor, DOE recognizes the criticality of cost allocation issues and is interested in how they might be resolved.)
We think that the results of the congestion study DO NOT justify the designation of New York State as a NIETC.
However, it will be necessary to back up our comments with strong justification (scientific, economic, and social data is essential). Please let us know if you have some hard data that will contribute to a strong argument against NIETC designation.
